What is an Item Upgrader in Pokemon Go?

The item upgrader adds a brand new widget at the top of the Angel and Cash Upgrade windows. This Manager is priced at 33 billion Angel Investors and offers no gaming benefit other than making it easier to find and purchase upgrades.
